I could be wrong but the reference to the NDIS is probably a pricing issue which would be negotiated once all approvals are in place.
I recall a migraine drug which cost the Govt $10K a pop because the company (Glaxo?} presented a cost/benefit analysis to justify the price. So NDIS savings and GDP/PAYE benefits would probably need to be factored in.
