the 3 cent options are unlikely to ever vest except in a buyout.
I guess people are figuring that a buyout at 3 cents represents 6x today's price and would be a decent offer.
When the options were given the sp was 1 cent so a 4-5x premium would have seen them vest.
Thus the shares are better value than those options right now.
