could on some of the land could they put prefabricated mobile homes on the land with say a 5 year lease while plans for something permanent is decided to get a return ?

They probably could Plough but I think thats my point.
It would be very low priority (not worth their time) and they arent sweating the assets to drive ROE for shareholders.
