Yes, it appears KP wanted to make the decision which was in the "national interest" (since he said it about a thousand times), however ScoMo wanted to make it in his own interests.
For the life of me, I cannot understand how NOPTA doesn't require the Joint Authorities or their delegates to declare any real or potential conflicts of interest. And, further to that, how the protocols fail to require any JA or delegate to remove themselves from the decision making process, particularly when conflicts of interests are so manifestly evident.
