a) yes ..$21.50 would be the most likely number.
b) Pessimistic old me thinks they may stick to the 10% discount to soak up cheaply whatever they can from the suckers and then slowly buy back the rest on marketer the next 12 months.
c) No scale back, they will be undersubscribed at the 10% discount. It would amaze me if they weren't.
