Brokers doing their Orders personally not for on line clients but their Direct Clients paying the Fees.
Big Orders not retail.
Anyhow they work around VWAP. Buy Below days VWAP and Sell Above it is Good Brokering.
Buy and sell On the VWAP is expected by such clients and a broker trading out of touch with VWAP consistently BUY over Sell Under would get replaced.

Anyhow in there somewhere I'm trying to explain this one share "bit". It's like IceBerg Bids. It's a Market Maker "ploy" to Open/Close on VWAP. It is not so very much a Manipulation Plot of TON Haters and Enemies. It's Brokers justifying their existence and fees. their Whack, Their VWAP
