Sounds like the lead contractor and the supervising public servants at fault to me.
As Stevie.K noted above the time a politician would have been the building would have been for a photo op. As for supervising it, I doubt any politician in either house has the nouse or capability of supervising a tea room let alone a building with or without special security needs.
