I can't explain how Peter could be the rock after denying Christ, except to speculate. The speculation is that people can change - I've seen many examples of this happening. If my interpretation is correct then Christ went along with this. I have found that the strongest people are those who have been wrong and realised this - sincerely repented in the language of some believers.
