You just said it is apartheid because the minority is chosen based on race, this is 100% same as 1967 referendum for a minority group chosen based on race (i.e. aboriginals), by your own definition that's apartheid and racist. It appears you are cherry picking the term subjectively to suit your personal agenda.
As mentioned before, the Attorney General and Solicitor General both confirmed it is an important enhancement to Australia's democracy and Constitution.
Any logical person can see that a co-ordinated approach at the federal level, on indigenous issues led by indigenous elders, makes more sense than the current fragmented and inefficient approach which differs from state to state.
Like legislation which enhances gay and women rights, just because it enhances a disadvantaged minority group in society does not mean you have to apply a negative connotation of racism or sexism.
