Hi Trim if they don't have a forward plan on drilling by now then they all should be sacked. CNE talked about the programme being 3 definite wells 2 appraisal and 1 exploration +1+1+1 in May last year, also the extra 3 d they did was for this very reason to have targets drill ready for the 2016 programme. They have had plenty of time to choose their targets I guess the only thing that may have changed their plan is that the SNE field is much larger that they thought because I noted that Simon Thompson said in the video that they drilled where they though the edge of the field was but they were surprised to find it extended out much further at SNE 3
On costs the only way they will stay low for years is if oil does the same. I think in 12 months oil will be much higher and the big companies will be exploring again and therefore costs will rise IMO.
