Actually Kjhaze its the Russian's that said America was agreement incapable given their failure to implement any agreement they made with Russia in the Syrian conflict to deescalate and restore peace. Old horsehead would say one thing to Lavrov and the US military and its proxies would do the other the next day. This went on for ages until the Russian made that exasperated statement due to the competing interests in the American administration and policy that wreaked anything agreed (Pentagon, CIA, WH were all fighting each other) This sums up their policy on a lot of other matters in the ME especially, that the US can't be trusted to hold any long-term commitment due to its inherent in fighting.
