Just rang the Fremont County Commissioners Office. At the time I called, the meeting was still going. I was advised by the person who answered the phone (office administrator/secretary... someone like that) that BLR received approval for exploration subject to some conditions. She said that the conditions would be released on Wednesday.
Of course, this is preliminary and hearsay from a public servant so DYOR and don't rely on me. And if you hear that I am completely wrong, please let me know, I want to hear about it.
