It may seem like omniscience to you but of course omniscience is not needed to make that statement. Only knowledge.
In fact a well known argument about the limits of a God's omnipotence is that once a game (or creation) is enacted with fixed laws defining that game then even God can't violate those laws because that would negate the game.
Eg in Poker can God make a pair of deuces beat a royal flush ?
No, because if that was done then it is no longer Poker.
Why do you think intervention at our level is always via special human Messengers or direct inner revelation ?
Don't believe tales of supposed spectacular direct intervention by God as per the OT etc. It's story telling ascribing natural events to God.
