Thanks @Hotazel and @pj. In my post, I assumed that the next (estimated) $29m meant new expenditure not payment for 31/12 liabilities. Still not sure who is correct. Maybe I'll look it up in-between my dancing lessons and voodoo spells. Either way, it doesn't really affect the outcome.
