The first step of the affordable housing continuum is to get people living in public housing into either the private rental market, or possibly home ownership through shared equity strategies etc. Unfortunately, the affordable housing strategy isn't to gift someone like you a new home, it's to decrease the number of people relying on public housing.
The reason affordable housing schemes fail is because people, in general, don't want to leave public housing once they have it. As such, all these strategies and incentives to move people along the continuum fail.
Poor people are poor because they are bad with money. Not because the world is stacked against them unfairly with things being too un-affordable. In the long run, how many people who are really good with money poor? I suspect the same is true for you. Your English skills can't be helping - maybe you should work on it more.
