They should be fined. Non payment of fines can result in inability to renew registration etc all sorts of situations . Best of all non payment or reduction of dole until the debt is extinguished. The various authorities can act in cahoots. But I agree with someone above leave the bastards stuck to the roads or hanging from the bridge.
