depends on what definition of the word "terrorist" you use
He caused terror , that is often enough to declare him a terrorist , although some define that a terrorist also has a political motivation .
Will we ever know if he had a political motivation ?
He was a schizophrenic and was taking non medicated drugs , not a good combination , and probably not taking the medication he should have been taking , plus he was supposedly homeless or close to it .
Maybe he should have had at the very least more intervention from authorities to prevent his downward spiral devastatingly impacting others ?
