Paul, I don't have information to substantiate "struggling" but my opinion is based on the fact that AVB still haven't got it & also on latest stage 1 update where its saying "in parallel with supporting site visits and due-diligence by prospective syndicating banks"...
so, AVB haven't got it & none of the prospective banks have been shortlisted.
hence, the recent price behaviour can be explained.
looks like its not as easy and as quick as some assumed.
I believe in AVB potential & long term future, however based on the above & also deadlines I wont be surprised to see another CR
