One question - what has this got to do with taxi drivers and why are they angry?
I understand the taxi driver - getting a hair cut was the hero here!!
People who may be in trouble are the Health Department who in their wisdom are allowing Mental Health patients to walk around in the community. Cheaper - but obviously deadlier than having them supervised in institutions.
