David Foster should resign - Cooke offered his resignation, which was the right thing to do. The Star will be more likely to keep its licence if Foster goes. He has overseen this debacle of an engagement with the regulators, this failure in internal culture. Maybe not his fault, but per media reports, it indicates that he was privy to the spying on the investigators, so he may have been part of this failed culture. I do not have inside details, so it is just an opinion, but just for perception reasons, it is best for the Star if he resigns.
