The bankers will only finance such things if the power station operator can present a supply contract. NO coal-fired station will ever get one and no operator will spend money to be the Supplier Of Last Resort.
Similarly, we will never get a nuclear plant while the wind/solar producers have priority off-take contracts. Nuclear costs too much to be used only for peaks.
