I don't think h+s have any predictive power. Take one higher high, which you get all the time in an ascending stock, and throw in just one lower high, and you've got a h+s.
I think you've really got to squint and believe in fairies to turn PAR into a H+S right now. But the neckline would be, what, ~2.82? I'd call it off if we break 3.5.
