The purchase amount for praseodymium/neodymium oxide is too small as the current market price is much higher than the buying price of the national stockpile reserves and suppliers are not keen to sell to the government department.

I don't think the Chinese government got all the NdPr they wanted since suppliers weren't willing to sell at low prices. That's probably why NdPr amount was so low (100 tons).
I'm expecting more Chinese (NdPr) stockpiling soon...at higher prices.
