Difficult to be sure what's going on from BFS slim pickings but my interpretation, was that MNS intend shipping 99.1% TGC as feed-stock for battery markets. FOB is shipping term re: port cost of freight and ties in with potential USA markets as per article u mentioned. Toll processing is so light on detail in BFS as hardly worth analysing.
As far as 'Value-In-Use' terminology is concerned, consider that to mean MNS can charge $2,100 for raw sub 300 based on the assumption consumers willing to pay 'premium' for product requiring no chemical treatment to process to >99.9% spherical battery.

Spherical/Supply chain may have progressed since BFS but to suggest $2,100/t FOB is a net spherical price doesn't sound correct to me.
