Disability support is classified as a welfare payment. The "problem" that Australia has with the DSP is common to much of the western world, in that once people go on it, they very rarely get off it (something like 1% per year across Australia, the USA and Britain,don't know about the rest of the world). If we had a higher ratio of people on government support vs pay tax, that would very likely show in Australia having a high relative welfare spend rather than a low one.
