In Japan they call it Pension Funds - which means Gov't money - and you can believe China (and now HK) is doing the same thing (probably soooo much more) than the Jpn Gov't in the 90's (I was there - don't believe continued equity bullishness based on gov't stimulus ... always watch the consumer !!!)

After saying which, be careful of standing in the way of gov't money - but it will end sooner or later ...
