we've has almost 2 years of Covid, which undoubtedly has got in the way, and may still be slowing the plan up.
but it's significant (to me anyway) that this plan was announced 3 years after Trump's demonisation of China began. Clearly the money makers and movers don't care who is in power anywhere.
