I'm no expert but when I have such a problems with my HP laptop, I do a factory reset.
You will lose everything stored on your computer, and it can take well over 2 hours to fully reset and fix, but if the hard drive has any life left, it will be the only thing worth doing.
Your problem does sound like it may be more serious like a damaged hard drive.
At least this way it will save you money if the laptop can be saved, otherwise a few hundred dollars to have a expert fix it if they can.
The above is not advice, it is just what I have always done with all my computers, my HP computers have always been easy to save and last a long time doing a factory reset when they slow down or have more serious problems.
The below link explains how to do a factory reset, method 2 will do it at start up.
How to reset an HP laptop to factory settings on Windows 10?
