Some institutional holdings have been sold down placing a cap on the market. As these shares are sold, the stock overhang in the market will diminish and KAZ should be able to hold on to gains. Negative industry sentiment towards the IT sector generally and IT outsourcing in particular are also weighing on KAZ. yes steve a base forming but still too many black candles which says to me the selling is not quite over. as buyers step up to the plate a seller is taking them out. certainly worth watching nonetheless, volumes are dropping off so the right time could be soon. my broker has been recommending this as a short since around 90c. might be worth checking short positions, mind you not all shorts are on asx list ........... the devil

ilrobbinrosso - 20/5/02 2:50:20 AM --------------------------------------------------------------------- http://www.ananova.com/business/story/sm_587295.html?menu=business.latestheadlines --------------------------------------------------------------------- Australia budget yr to June 2003 underlying surplus 2.1 billion aud --------------------------------------------------------------------- The Federal government forecast an underlying cash surplus of 2.1 billion aud or 0.3% of GDP in its budget for the year to June 2003. --------------------------------------------------------------------- This is up 1.1 billion aud on the corresponding estimate in the mid-year forecasts (MYEFO), delivered in October 2001. --------------------------------------------------------------------- In accrual terms, the fiscal balance for year to June 2003 is expected to be in surplus by 0.2 billion aud, or less than 0.1% of GDP, while the headline surplus is seen at 4.6 billion, the government said. --------------------------------------------------------------------- Analysts had expected an underlying surplus of 1.0-3.3 billion aud, according to a survey by AFX News. --------------------------------------------------------------------- Treasurer Peter Costello said that as a result of government policy decisions, principally on defence and "border protection", the expected budget balances for the year to June 2002 have been revised downwards. --------------------------------------------------------------------- The underlying cash balance for the year to June 2002 is estimated to be a deficit of 1.2 billion compared to the MYEFO forecast of a small surplus while the headline balance will be a deficit of 1.8 billion, he said. --------------------------------------------------------------------- Costello said the government expects Australia to maintain its strong economic growth which will fund its key spending initiatives, with no major new tax initiatives "nor an increase in the overall tax burden." --------------------------------------------------------------------- Costello has focused new spending initiatives on defence, domestic security and "border protection" with additional funding for job seekers while targeting cuts to the Pharmaceutical Benefits Scheme and changes to disability pension eligibility. --------------------------------------------------------------------- In the previous budget, the government had proposed additional defence spending of 1 billion aud in 2002-03, although Australia's overseas military commitments has seen that amount grow by a further 524 million. --------------------------------------------------------------------- This includes funding for Australian special forces operating in Afghanistan, Australian ships in the Persian Gulf and the deployment of B707 tanker aircraft to support air operations. --------------------------------------------------------------------- "The composition of the deployment is subject to strategic requirements and is continuously under review," Costello said. --------------------------------------------------------------------- The government has also allocated 1.3 billion over five years to upgrade Australian domestic security, with 539 million aud in additional funding for the Federal Police and other federal agencies. --------------------------------------------------------------------- Costello has raised the government's proposed spending on border protection over five years to 2.872 billion aud, from 1.635 billion, which includes 219 million to construct and maintain purpose built reception and processing facilities on Christmas Island and increased surveillance of the Australia's coast line. --------------------------------------------------------------------- People smuggling will be targeted with a 75 million aud commitment. --------------------------------------------------------------------- The government will spend 81.5 million over three years to fund an additional 8,500 "Work for the dole" places and offer an incentive of 1,100 aud to employers taking on new apprentices in the information technology sector. --------------------------------------------------------------------- Eligibility for the disability support pension has been tightened, with entitlement now determined in the incapacity to work 15 hours per week rather than the previous 30 hours --------------------------------------------------------------------- The Pharmaceutical Benefits Scheme has been revamped, with the cost of prescriptions for concession card holders rising 1.00 aud to 4.60 while for others it will rise by 6.20 aud to 28.60 per prescription. --------------------------------------------------------------------- Costello has followed through with the government's "baby bonus" election promise, which will allow mothers who are out of the workforce to claim up to 2,500 aud per year from the government for tax they paid before leaving the workforce. As one of the contract conditions, the system must be able to process 11 million orders per year. --------------------------------------------------------------------- The State Government spends $17 billion annually on purchasing goods and services including capital projects, and it is aiming to eventually switch most of it requirements online, in line with its e-government policy. Items purchased by Government can range from pencils to a fully operational hospital. --------------------------------------------------------------------- The government is expecting to be able to use its aggregated buying power to gain savings and efficiencies, but it also wants to convince more local process to migrate to the internet. --------------------------------------------------------------------- The Minister of Public Works and Services, Morris Iemma, expects to announce the winning tenderer in June, and has outlined a launch date for the new e-marketplace to be operating in September. --------------------------------------------------------------------- One of the next new services due to be unveiled by the Department of Public Works and Services is iplan, a State-wide framework for electronic planning information services, which will allow electronic lodgement of building and development planning applications. ---------------------------------------------------------------------
