I can think of two cases here in WA, # one the aircon broke down ,in the paddy wagon, and the prisoner was cooked, they didn't act on the banging that they heard.. An inquiry was held and low and behold, there was no apportionment of blame on the officers. #2 , a women died, and the cops who thought she was faking it , were not blamed. I dont go along with the mantra, they shouldn't have gotten arrested, once in " custody ", it behooves the law ( including the cops) to protect them, this is what goes on in a civilised society.
Again here in WA, the previous police commissioner carl o'callaghan, spoke often that the police aren't the only government agency in the front line of " keeping the peace." Other essential government agencies are vital in assisting them. Why the WA libs got rid of truancy officers is beyond me, just another false economy measure IMO, the cost of incarceration is overs compared to funding truancy officers.
Not sure why they can't teach the aboriginal youth in remote areas to build demountables. Programs such as this should be easy to set up, outcomes easily measured, and could be scaled up once competency is gained in these skills.
