    The quote is actually:

    Given Nd (LRE) makes up 32% of NdFeB permanent magnets, as distinct to Dy <1% and fading, not so difficult to surmise which RE metal is actually being referenced. There is NO mention of Dy as purported (as usual).

    After all, the article is effectively about an increase in LRE production to meet increasing demand:

    "BaoSteel, the country's largest producer, got a production quota of 59,500 metric tons for light rare earths, an increase of nearly 20 percent from last year."
