My understanding is that the ballots are all individually barcoded, so even if they all scan properly all 3 times, each ballot is only counted once. Two possible explanations for what she’s doing:
(a) simply being thorough - scanning three times to make sure none are missed; or
(b) (most likely in my opinion) running a stack of test ballots to make sure it’s properly calibrated.
