    This problem is a lot trickier than that. Refilling the tins is a crude attempt to profit off a product. There is obviously big money to be made out of copying the product. Any product can and usually is copied in China and it is really only a matter of time before both the tins and content is manufactured in China. The Chinese government has done very little in stopping the copy of knock offs, so it is likely that baby formula will probably go that way as well. This could have a disastrous consequence for BAL unless the Chinese government recognises and actually wants to protect its' citizens from the potential health and possibly life risks which could be the result of giving babies 'who knows what' in place of a safe formula.
