For the sake of this discussion God has already been defined.
Whatever God is, he/ she has the following attributes: God is perfect, all knowing and all powerful. This implies that all that God does is based on perfect knowledge, perfect foresight of the future, perfect reasoning, and perfect intentions and so can only act in the perfect way.
Perhaps theists have better definitions. Hopefully this one serves the purposes for this line of thought.
