Yes it can be very complicated and varied causes no doubt. Sadly the deaths don't allow for the causes though, only the result. The urgency as I see it is to make it easier for the victims to quickly leave the danger behind and offer support. Then the causes can be focused on at a future time. That burst of frustration or temper is what needs to be avoided by the potential victim. Todays announcement seems like a good start as it makes it easier for the potential victim to pack up and leave with the kids when warranted. Next will be suitable accommodation that needs to be provided.
