They are actually. The Victorian state government is assisting SEA quite a bit I believe. That's got a fair bit to do with the locating the factory in the Latrobe Valley. Post Hazelwood unemployment is high down that way so the government has several programs trying to get new industries going.
Went to a presentation recently for the Star of the South offshore wind project. They are also wanting to bring their connection into the valley because of the substantial grid connections available post Hazelwood. Ironically, there are several renewable projects focussing on that area simply because of the big grid connection infrastructure that exists. While renewable resources might be better in windier, sunnier areas, they have to get the power to the main grid. This can be very costly. In the Latrobe Valley it is already there.
