You won't need a law. It's just smart if you have an EV to have panels and a battery at home. As those technologies all rapidly evolve and drop in price it is just a no brainer.
What $100 per week in petrol + $800 a quarter fossil fuel electricity bill - $8k+ a year on fossil fuel costs???
