I know this is a broad statement but you are talking about African tribal people who believe in witch doctors. A people who have a need for instant gratification not long term planning for a better outcome .Can't change the nature of the beast . Making a better country to live in is not high on the list of priorities of most look at Zimbabwe & now SA it's all about why the individual can grab NOW. Not sure how you can change that.
