universities have been damaged though severe neglect by 9 yrs of ideological removal of funding forcing them to increase foreign student intake and thereby contributing to a massive visa rort by supposed students who withdrew from their uni acceptance so they could work f/t for Chinese businesses, and other positions related to Chinese student control.
but your revised" $18Bn hole" is a guess? how have you calculated this? or do you have a source for the number?
