I didnt know there was an announcement about the refinery going ahead? This is still a maybe regardless of the government contract as JB even said they were in constant talks with them. Im expecting this will be delayed on a basis of lower prices for longer and the fact that neither PLL or SYA will have any spare capital for it to proceed based on the current OTA and PLL's other capex requirements.
The concentrate left over from the PLL OTA is the Joint venture Spod NOT Sayonas. It doesnt become Sayonas untill PLL agree to JV partners taking profit and in which case Id expect minimal withdrawals only for costs and so the JV partners don't need to put in any more cash calls to SYAQ.
