Yes 6% is the key here , the only reason the nameplate was increased to 226,000tpa is because it was considered better economics producing 5.5% at a higher rate than 6% at a lower rate while awaiting the refinery.
Whether they produce 6% beyond the refinery requirements of 186,000tpa is yet to be discovered but there is no requirement to.
