when the savings to build in AD are up to 20% cheaper in capex and 15-20% cheaper in opex/yr I do see the benefits of why LPD are considering AD to be near the top if not the top spot for the P2 location.
Maybe if the feedstock comes from the US, value adding via processing the ore concentration will be considered for US soil, but savings of 20% in capex and 20% opex makes for a very strong case for P2 production to stay in AD.

building P2 in the Emirates would arguably be the best financial decision considering the company would have a fiduciary responsibility insuring the company is operating at the safest lowest operating costs coupled with highest returns back to shareholders.

yes we have to get funding for P1, and indeed the minutia of the current negotiations maybe one of the biggest reasons why an extension or delay is occurring. As making a decision where building P2, could have very complicated bilateral trade ramifications for the US and UAE.
Weighting up the pros and cons are more complicated then most would consider IMO.
We do know the US is in need for all products produced by LPD so the US is reliant on LPD’s successfully funding program. Considering outside of China’s monopoly on Caesium LPD has the only tech and JORC’d resource in the world to manufacture supply.

IMO we just have to wait a bit longer before funding is announced.
