In order to claim the IRA credits, 40% of the critical mineral value must be extracted, processed and/ or recycled within the US or a country that the US has a free trade agreement with.
This is not Mozambique but it also allows Tesla to source it's other critical mineral components from one of these countries to make up to 40%. This increases 10% every year starting from 2023. So 50% now 60% 2025 etc.
The only country in Africa that the US has a free trade agreement with is Morocco.
