gladstone petrochina gas supply

I have read the announcements back to the companys March 2014 Investor Presentation, and the company website, and I can only find info that PetroChina was the companys expected gas supply for the Gladstone project. They expected gas to be secured in 2013, and now they are just saying: "Pending the securing of gas supply, the project is effectively on a care and maintenance program."

Does anyone know what's happening with this?

Are they simple waiting for PetroChina to come to the party or to find someone else? Is there a hold up on PetroChina's side?
