'The chaplaincy program was established by the Howard government as a three-year program in 2007, and only allowed schools to appoint religious chaplains. Julia Gillard as education minister modified the rules to allow schools to hire secular support staff if a religious chaplain was not available.
The program funds 2681 schools at a cost of about $400 million until 2014, with each able to receive up to $20,000 a year to pay for chaplaincy. Almost half of independent schools, 28 per cent of government schools and 17 per cent of Catholic schools get funding under the program.'
