Ah no it's only if indicated by sign, you are correct. However that said I've never had a policeman attempt to stop me if I am on a footpath and I doubt it would ever happen.
As for the Lycra, I was half joking for fun. I see the use in it. I ride 52km per day most days and haven't had a problem with sweating down there and chafing. But i suppose everyone is different.
