    "why does Greece need to run a primary surplus when the USA does not."

    Because Greece has lost control of its economic fortunes when ceding sovereignty to the EU in 2002.

    Also the obvious;

    1. The US hasn't borrowed money from the IMF. (The US is the largest contributor to the IMF.);
    2. The US isn't dependent on the largess of a central bank controlled by other countries who think that they are profligate and that profligacy should be punished economically;
    4. The US has its own currency.

    All this should all be pretty obvious.

    There is part of me that sympathises with your sense of moral outrage. While Greece is largely the author of its own troubles, I think that their sins merit a caning rather than a blow to the head with an iron bar.
