I expect most people would agree a country should be held to a higher standard than a terrorist organization.
During the heinous HAMAS attack on oct 7. 1,139 people were killed. According to some sources there where 767 civilians ( this figure includes off duty IDF, IDF reservists and ad-hoc kibitz security personal). So those horrendous terrorist, hell bent on the genocide of all Jews managed a to kill under 2 civilians for each combatant killed. If we use the conservative approach by including 361 men of fighting age as combatants the number of non combatants is reduced to about 400. So those slaughtering genocidal terrorist only manage to kill 1 civilian for every 2 combatants. The ratio is even lower if we include female IDF reservists.
