If this DID come from Guiliani then he is blowing up the swamp with his own suicide belt, not simply draining it.
This is pure conjecture from me, but Trump would be very well informed [people currying favour are indiscreet] and may well have told Rudy that he carries too much baggage to be SoS or AG. I'm sure this would have shocked him greatly and just possibly he is now making the equivalent of a Death Bed Confession. If real he is now, politically, dead.
