Primary health care is provided at the first point of contact within the health system, this is often your GP. Further, your GP will determine what treatment approach is needed, or if you do indeed need to a referral to see a specialist. Primary health care is Medicare in the simplest of terms. An Australian citizen in a major city centre should be able to access a GP relatively easy. Rural settings would be a little more difficult and remote settings may have a fly in service weekly. A neurologist is not a first point of contact treatment.
